Prime Minister Morgan Tsvangirayi of Zimbabwe has thrown a proverbial live snake into president Robert Mugabe's tent. For the umpteenth time, Mugabe has evoked Clause 31H, paragraph 4 [a] of the Zimbabwe Constitution "to appoint and receive diplomats". Also Clause 20.1.3 (m) of the September 15 Global Political Agreement allows him to " accredits, receives and recognizes diplomatic agents and consular officers". On any other day, this is no big deal. But on THIS day, there is yet another paragraph (p) "in consultation with the Prime Minister, makes key appointments the President is required to make under and in terms of the Constitution or any Act of Parliament". Now, Mugabe has done just that without consulting his 'executive authority' colleagues who are crying foul. So if the 'civilised world' is not going to recognise Mugabe's nocturnal appointments, the best thing is to be a sport and reverse the appointments. Which country wants diplomats that are discredited by one half of teh same government?
